Description

Air conditioning ownership, currently low across Africa, is poised to increase dramatically there under the joint effect of global warming, income growth and urbanization. This prospect raises two questions. First, will AC adoption take a carbon-intensive path, dominated by traditional, low-energy efficiency models, or a sustainable one relying on decentralized, solar-powered technologies? Second, what is the impact of such a dramatic change on consumer wellbeing – household expenditure and health outcomes in particular? Answering these questions is key to assess the risk of ‘maladaptation’ associated with AC and design effective policies to mitigate it.

The project addresses these questions through a case study based in rural Côte d’Ivoire. Building on a partnership with Meridiam, the project will assess the benefits from a solar AC deployment programme. A selection of households will be provided with solar AC. Key variables reflecting wellbeing – household expenditure, sleep quality, physical activity – will be monitored before and after adoption of the technology, and compared with those of non-adopters. The cost-benefit analysis will factor in energy prices, technology costs, the economic value of avoided CO2 emissions, and the quality of life.

The candidate will engage in two main tasks. (i) Designing the program, which implies selecting households, designing a survey, minoring key outcomes and managing data quality. (ii) Applying econometric tools to the data to estimate both the determinants of AC adoption and its impact on different measures of well-being.
